English Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Balance Books

According to a recent study of municipal councils, UK councils are planning to sell social clubs, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of local authorities are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and open spaces to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a significant number of authorities seeking to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and using savings to weather increasing fiscal pressures.”

Specific Cases of Planned Disposals

One local authority in Kent said its asset disposal plan included the disposal of a retail complex in a local town and a social club in another town to raise 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Rises and Broader Fiscal Strains

This research of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to raise local levies next spring to cover the rising cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

A survey of county councils this week also found local finances being strained by the increasing figures of children and older individuals needing special educational assistance.

The County Councils Network said that council deficits will hit £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Government officials have put off planned reforms to the Send system until next year after a policy document setting out those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest IMD measures,” noted the study.

“While only one key city is in the top 10 for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of England. The data highlights the extent of difficulties facing municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the real levels of deprivation and demand,” said Michael Mordey.

“Without this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the last year, the study revealed.
